Globe Editorial on CSIS powers bill.
Prime Minister Stephen Harper never tires of telling Canadians that we are at war with the Islamic State. Under the cloud of fear produced by his repeated hyperbole about the scope and nature of the threat, he now wants to turn our domestic spy agency into something that looks disturbingly like a secret police force.
Canadians should not be willing to accept such an obvious threat to their basic liberties. Our existing laws and our society are strong enough to stand up to the threat of terrorism without compromising our values.
This week, Mr. Harper released a video in which he recklessly conflates the two recent lone-wolf incidents in Canada with the Islamic State’s call for attacks on “non-believing countries.”
The two attacks – one in Ottawa and the other in St-Jean-sur-Richelieu, Que. – were horrendous. They shocked Canadians and scared them. But there is no evidence that either attacker was connected to ISIS. The more likely theory is that they were troubled young men who self-radicalized.
And yet, as the Prime Minister reminds viewers in the video that ISIS has urged its followers to “attack, quote, disbelieving Canadians in any manner, vowing that we should not feel secure even in our own homes,” the words are spoken over footage of the aftermath of the shooting at the National War Memorial, as if the Ottawa attack were a direct outcome of ISIS’s urgings.
If the Prime Minister has evidence that either attack was directly linked to ISIS, he should provide it, instead of deceptively implying it in a video saturated with images of fighter jets, warships and rappelling soldiers. (It is reasonable to ask why so political a video appeared on the Prime Minister’s website, but then Mr. Harper has long forgone the niceties of distinguishing partisan activities from his duties as head of government.)
The video was posted on Wednesday. On Friday, Mr. Harper – intoning that “a great evil has been descending over our world” – tabled his new anti-terrorism act.
The bill gives CSIS, the domestic spy agency, the ability to act like a police force. Mr. Harper and the Conservatives will deny this, since CSIS will not be allowed to make arrests or detain suspects. But its operatives will no longer be limited to gathering intelligence and then passing it on to the RCMP for investigation.
Nor will CSIS be limited to cutting out the RCMP middleman in cases of terrorism. This is not an “anti-terrorism act.” The bill is about “threats to the security of Canada,” which include but are not limited to: interfering with the ability of the Canadian government to maintain economic or fiscal stability; espionage; interference with critical infrastructure; terrorism; and doing anything in Canada that undermines the security of another state.
(“Lawful advocacy, protest, dissent and artistic expression” are exempted from being threats to the security of Canada. But how well do governments define those things in times of “great evil”?)
Under the proposed law, CSIS agents will be allowed to take measures to reduce any perceived “threat to the security of Canada.” Agents will only need a warrant for activities that might contravene Charter rights or the law. If there is any doubt that the agents will be on the front lines of Mr. Harper’s war, you only have to read the part of the bill that says that, in taking measures to reduce a threat, CSIS can’t kill or harm anyone, or “violate the sexual integrity of an individual.”
Among the things CSIS agents will be legally allowed to do is to seek a warrant to break into someone’s home, seize and copy documents, “install, maintain or remove any thing” (presumably a monitoring device), or do anything else a judge agrees is reasonable in these heightened times.
There are other troubling measures in the bill, including one that criminalizes the act of knowingly advocating or promoting the commission of terrorism offences “in general” by any group anywhere. Will it be illegal to show support for Hamas, a group the Harper government has designated as a terrorist organization? How much support will cross the line? That’s a good question.
Most importantly, Parliament must not allow Mr. Harper to turn CSIS, an intelligence agency, into a secret police force. Intelligence-gathering was deliberately separated from police work 30 years ago, after the RCMP’s repeated breaches of the law and civil rights. A wise decision was made to keep police out of the spy business, and spies out of policing. CSIS was the outcome, but successive governments, including Mr. Harper’s, have not demonstrated enough seriousness about overseeing the agency’s activities and protecting Canadians’ privacy.
And now CSIS agents are being offered police-like powers. This unwelcome idea is being pushed by the fearmongering of a campaigning Prime Minister. Yes, Islamic State is a menace. But the danger terrorism poses is not only one of violence; its mere threat can distort the way we live and think. On that score, terrorism will have been all too effective in Canada if this bill is adopted as is.

As professionals in the field of risk assessment, we’re faced daily with the task of separating legitimate risk from its misinterpretation.
A recent paper claiming Enbridge Northern Gateway’s risk assessment underestimated the likelihood of future marine spills is an example of a report that makes serious errors in its assumptions and as a result, significantly inflates the risks involved in the future operation of the project.
Lead author and Simon Fraser University professor Tom Gunton, along with co-author and PhD student Sean Broadbent, have failed to recognize the number and volume of tanker spills are declining markedly worldwide — even as the total number of tankers plying the world’s waters increases. All data seem to point to the fact that this trend will continue. (SEE FIG. 1 and FIG. 2)
This downward trend in marine spills is due to a number of positive developments in marine safety, including the phased-in acceptance over the past two decades of double-hulled tankers as the absolute industry standard in liquid fuel transportation, as well as a raft of new marine transportation regulations that have come into existence over the past 20 years, and a wholesale shift in the safety culture of the industry.
Yet authors Gunton and Broadbent, in their criticism of findings we presented at the Joint Review Panel examining the pipeline project, fail to recognize the significant downward trend in oil spills from tankers, neglect the positive impact of double-hulled tankers by applying spill statistics dominated by single-hulled tanker accidents, and incorrectly apply combined in-port and at-sea spill statistics when assessing spills during transit from Kitimat to the Pacific. The report authors further criticize Northern Gateway for not using the U.S. Oil Spill Risk Analysis (OSRA) model drafted in 1975 and originally designed to assess the risks of offshore drilling.
But Northern Gateway chose not to use this model to assess the risk of its project for a simple reason: it does not properly assess the localized conditions specific to B.C. For example, the OSRA model fails to account for important regional factors such as the size of ships and local B.C. environmental variables.
By contrast, based on expert judgment, Northern Gateway’s assessment of oil spill risk specifically accounts for these regional factors. Furthermore, the chosen methodology enables assessment of risk and risk reducing measures for each segment of the route, something that would not be possible using the OSRA model.
Even more curious is Gunton’s and Broadbent’s focus on only a small subset of historical failure incident data. Their failure frequency analysis is based on data from only two pipelines. Spill incidents on these pipelines are reflective neither of the industry experience nor of the new technology proposed for Northern Gateway.
But perhaps what’s most telling in the Gunton-Broadbent paper is the fact that its claims fail the real-world test. Based on Gunton’s and Broadbent’s estimates, we would expect 21 to 77 large tanker spills every year around the world. Instead, there are now on average fewer than two large spills per year worldwide. In 2012, there were none.
Had the authors made their paper available to the Joint Review Process for scrutiny — as in fact Northern Gateway did with its reports — then these flaws might have been more openly reviewed and discussed. The public would no doubt have gained from the interaction.
Employing flawed methodology, the authors fail to account for a range of mitigating factors that will make Northern Gateway truly world class — including a commitment to double hulls both for the crude being transported as well as for the fuel driving the vessel, two-tug escorts for laden tankers, enhanced navigational technology, better marine transportation procedures, improved ballast coatings, reduced speed requirements and tough environmental limits.
At the end of the day, readers should know our own peer reviewed analysis finds no reason to think the probability of marine spills here is any greater than the probability anywhere else in the world, where improvements continue and spill incidents are in a steady decline even as tanker traffic increases worldwide.

WWF's Efforts to Phase Out DDT
DDT should be phased out of use and ultimately banned
While banned decades ago in industrialized countries, thousands of tons of the deadly pesticide DDT are still produced each year, causing health and environmental hazards in the U.S. and throughout the world because of its long life and ability to travel great distances.
Currently, DDT's only official use, as specified by the World Health Organization (WHO), is for the control of disease vectors in indoor house spraying - although other (illegal) uses are suspected. Because of the availability of safer and effective alternatives for fighting malaria, WWF is calling for a global phaseout and eventual ban on DDT production and use.
Due to the well-documented hazards of DDT, WWF has been involved in a special effort to inform, educate, and convince the public and policymakers about the dangers of DDT and the need to phase out and ban its use. Because DDT can travel long distances and accumulate in the body, millions of humans and animals worldwide have buildups of the chemical in their tissue, even though it may have been used on another continent.
WWF-supported research, for example, has found that black-footed albatrosses on Midway Island are contaminated with DDT, as well as PCBs and dioxins. There are no known uses of these chemicals on Midway Island, which is located 3,100 miles from Los Angeles and 2,400 miles from Tokyo. Further studies have linked DDT to feminization and altered sex-ratios of gulls, and eggshell thinning in birds of prey.
As a part of the effort to raise awareness about the threats associated with DDT and the available, viable alternatives, WWF has issued a series of reports on DDT. The first report, "Resolving the DDT Dilemma," released in June 1998, notes that DDT is linked to effects in animals or humans such as reduced lactation and reproductive problems. Thousands of tons of DDT are produced each year in at least three countries and it is legally imported and used in many more.
"Resolving the DDT Dilemma" offers a framework to guide malaria control programs toward reduced reliance on all pesticides, and a 'tool kit' of alternative techniques, along with several recommendations including:
DDT should be phased out of use and ultimately banned;
Targeted programs emphasizing reduced reliance on pesticides and better environmental protection should be developed by WHO, World Bank, UNEP, and other multilateral and bilateral assistance agencies;
Adequate financial and technical resources must be provided to undertake integrated vector management programs;
Research is needed on the hazards from chronic exposure to synthetic pyrethroids being used as alternatives to DDT for indoor spraying and to impregnate bednets.
WWF's second DDT report, "Hazards and Exposures Associated with DDT and Synthetic Pyrethroids used for Vector Control," finds sufficient scientific evidence of hazards to human health and wildlife to justify a global ban on the production and use of DDT. This report summarizes the current state of knowledge regarding the health and environmental effects of DDT and its most popular alternative - synthetic pyrethroids. It dramatically illustrates the persistence and pervasiveness of DDT.
Some of the more recent scientific findings summarized in the report include damage to the developing brain, causing hypersensitivity, behavioral abnormalities and reduced neural signal transmission, and suppression of the immune system resulting in slower response to infections. Investigations in Mexico and South Africa reveal that human breast milk contains DDE (the breakdown product of DDT) at concentrations that exceed the acceptable guidelines for infant intake set by the WHO.
The third report released by WWF, "Disease Vector Management for Public Health and Conservation" demonstrates that a variety of innovative mechanisms can control malaria and other diseases just as effectively as DDT. These alternatives are less harmful to the environment and human health. Detailed case studies in six areas? Africa (Botswana, Tanzania, and Western Africa), India, the Philippines, and Mexico? focus on a variety of alternative techniques.
They include pesticide-impregnated bednets (which reduce the need for indoor spraying); odor-baited cloth targets to attract and destroy disease-carrying insects; lower-risk pesticides used in rotation to avoid the development of resistance; and widespread elimination of mosquito breeding grounds and introduction of natural predators.
WWF initially called for a global phaseout and eventual ban on DDT production and use by the year 2007, together with financial and technical assistance to the developing world. The 2007 deadline was intended as a motivational tool to encourage the necessary financial and technical assistance. The proposal of a 2007 deadline drew considerable public attention to the scope of the world's malaria problem and the need to implement alternatives to DDT.
However, it also raised fears that DDT would be phased out without sufficient guarantees of protection of public health from malaria. To allay these fears, WWF has set aside discussion of the 2007 deadline, while retaining its commitment to eliminating DDT. Both the UNEP and WHO recognize that such elimination can be a "win-win" situation for public health and environmental protection.
DDT and the POPs Treaty
The Stockholm POPs Convention, a treaty to phase out persistent organic pollutants (POPs), including DDT, is currently open for ratification. WWF welcomes this historic agreement which involved provisions for phasing out DDT, while still allowing for its continued limited use for malaria control.
Evidence continues to accumulate about the dangerous health effects associated with DDT. The treaty provisions appropriately balance the need to reduce these hazards while promoting stronger malaria control programs. The accord states that "with the goal of reducing, and ultimately eliminating the use of DDT," individual countries may continue to use the chemical for controlling malaria. However, these countries will also be encouraged to prepare national implementation plans to reduce their reliance on DDT.
Specifically, the national plans would promote methods for reducing illegal uses of DDT, such as agricultural applications. Countries would also identify steps to implement alternative approaches and promote measures that strengthen health care and reduce the incidence of malaria. The parties to the treaty will periodically review the status of alternative approaches to determine whether DDT is still needed or whether it can be eliminated completely.

First of all, I have confidence that the Keystone XL Pipeline will be approved, the largest hurdle was overcoming the EIA where by State Department with input from the EPA, the next phase is to determine the national interest determination and a hearing will be held on October 7 and I intend to testify before it.

Would you consider reducing or revisiting Alberta’s flat tax and instead move to an income tax system based on level of wealth? Mr. Horner you can start. Then the others can weigh in.

Absolutely not. Alberta's flat tax is one of our advantages that allows our province to be more successful than other provinces.

The last time a review of taxes was done was roughly 10 years ago. We must ensure that our taxes remain competitive and I'm committed to reviewing them after we balance our Budget in 2013.

We need to strive as quickly as we can to create the economic environment that will encourage investment in value added, we have the BRIK policy and we can leverage that in the future.

As I said before in the pipeline question, it must be economically viable. The Northwest Upgrader is a good start, but the Alberta government should not be in the position of picking winners and losers. Industry must decide. We have a shortage of workers now. That is a problem. However, I hope in the future we can change the worker shortage instead of changing our policies.

Currently production in the oilsands is about 2 million bdp and it is projected to grow to 3-5 million bpd in the next 10 years. There will be the ability to refine more oil in AB and to export more. I support the BRIK policy (providing crown barrels for upgrading) and will explore the results of the BRIK project to see if we should expand it.

Collapse in public health care. Privatization of health care is the thin edge of the wedge that begins to undermine public confidence in our most important public service. We must resist the temptation. We must work harder for public health care for all Albertans.

The biggest threat we face is from outside our borders. There are those that argue that our energy is dirty, there are those that say our food products are not safe & our forestry products are unfairly subsidized. We must stand strong together as a province in order to defend and promote Alberta for market access. At the same time we must stand together strong as our opportunities are outside our province.

First sit down with TransCanada Pipeline and ask how the Alberta government can help. We must work with industry in order to be strategic. And we have not done a good job of that so far. Having a strategy developed exclusively by the department of international affairs is not a solution. We need to ensure that we can be most effective by using all relationships that exist between Albertans and in the United States to resolve this issue.

The current system of referrals has lead to extensive wait times and ineffective utilization of specialists. Centralizing the specialist intake system would provide a single point of entry for Albertans to access specialized medical treatment. When I was health Minister I introduced Primary Care Networks, or PCNs. These community-based, multi-disciplinary teams were the first of their kind in Canada. With over 40 PCNs up and running across Alberta today, these teams are the gateway to the health system for the future, and will deliver integrated, patient-focused care. I have pledged in this campaign, not to re-name them, but to expand them.

The system we have today is essentially the same system it was when my Dad practiced 40 years ago, we need to change the structure of our publicly funded systme so you see the health professional you need to. That Dr. are compensated for the complexity of the patient not the volume. PCN's are great but we need to open access or they are simply another line up. We need to work on our Publicly funded system and going to privately funded options is not the solution

I left the Alberta Legislature in 2007, in my estimation the decisions in the last few years have reflected that the government has been doing too much telling and not enough listening. We must engage Albertans to solve the challenges we are facing in areas such as health care and education.

The best way to combat poverty is to ensure that the supports, educational opportunities, and job opportunities are available. We need to be able to provide a life plan for those in need and empower our frontline staff.

Homelessness is often a significant factor in poverty and I would continue with Premier Stelmach's Plan to End Homelessness.

We need a comprehensive poverty reduction strategy. Saying that a strong economy alleviates poverty does not work. We are changing education. Full day kindergarten. Stronger day care options. And programs that identify kids at risk faster. Their moms need support. And poverty isn't homelessness. Kids in poverty need food. They need health care. They need our help. that is governments job.

We should think about acquiring the land to run such a high speed rail link. It can be used in the interim for things like transmission lines, pipelines and dedicated truck lines. In the future have the ability to put in a rail link if it makes economic sense.

Morton's musing comment
These are likely the last 10 years Quebec will be within Canada.
If Quebec were to separate, Canada would be more rightist than today, and would vote for the right-wing party in the majority with greater frequency. This election has demonstrated to the Conservatives that they cannot lose regardless of whether their policies go down well in Quebec.
Quebec and Ontario have a joint economic interest. Harper is trying to tie much of Ontario's future development to tar-sands industrial contracting, rather than nuclear, hydro and renewable energies (these happen to be some of Quebec's most important potential industries for growth as well). Ontario can do well by Harper's policies, at least for a while (Quebec can too). But Ontarians' will never be masters of their own house if they allow Harper to limit the growth their nuclear and renewables industries, and rely on oil sands development contracts, and Albertan paychecks, for much of their new economic growth.
Note that Harper has refused a Carbon tax, which would favour Ontario's renewable and nuclear energy industries while still not explictly disfavouring Alberta's oil industry. If anything, Harper's industrial-emissions targets strategy will even cost the oil industry more than an economically efficient tax. Harper has also played a bit of a wrecker in international climate agreements, even though there is much potential in global climate agreements to create international business for Ontario and Quebec's hydro, power grid, and nuclear expertise. Such agreements are unlikely to tie the hands of Alberta's oil industry: the world is going to need oil for some time. Nuclear and Hydro displace coal and, partially, gas, but not oil.
Basically, Harper, in his international and domestic policies, has deliberately chosen to make Canada weaker, in exchange for making Ontario more dependent on Alberta for growth by giving a kick in the teeth to the industrial growth potential Quebec's and Ontario's Renewables, Hydro and Nuclear industries. Why? Because Ontarians will not want to bite the Albertan hands that feed them, and will want to please them in voting for Alberta's prefered political candidates. Canada is, right now, a disfunctional union. It could still solve its problems, but it needs a leader who'll discuss these problems openly. Harper is not that leader: he has created and exacerbated many problems simply in order to give his party political advantage. He's spited Canada to advance his personal political fortunes. The Liberals, I think, are fairly clueless: Ignatieff did not see what was going on: he did not ever mention industrial policy. He didn't defend Ontario economic interests. Dion probably knew, but couldn't properly articulate his understanding of how Canada's industrial policy should move forward. McGuinty may know, but has kept his mouth shut: he can't afford to pick a fight with Harper.
Do you see any Liberal leader in site who'll fight for all of Canada? I don't.

If Quebec were to separate, Canada would be more rightist than today, and would vote for the right-wing party in the majority with greater frequency. This election has demonstrated to the Conservatives that they cannot lose regardless of whether their policies go down well in Quebec.
Quebec and Ontario have a joint economic interest. Harper is trying to tie much of Ontario's future development to tar-sands industrial contracting, rather than nuclear, hydro and renewable energies (these happen to be some of Quebec's most important potential industries for growth as well). Ontario can do well by Harper's policies, at least for a while (Quebec can too). But Ontarians' will never be masters of their own house if they allow Harper to limit the growth their nuclear and renewables industries, and rely on oil sands development contracts, and Albertan paychecks, for much of their new economic growth.
Note that Harper has refused a Carbon tax, which would favour Ontario's renewable and nuclear energy industries while still not explictly disfavouring Alberta's oil industry. If anything, Harper's industrial-emissions targets strategy will even cost the oil industry more than an economically efficient tax. Harper has also played a bit of a wrecker in international climate agreements, even though there is much potential in global climate agreements to create international business for Ontario and Quebec's hydro, power grid, and nuclear expertise. Such agreements are unlikely to tie the hands of Alberta's oil industry: the world is going to need oil for some time. Nuclear and Hydro displace coal and, partially, gas, but not oil.
Basically, Harper, in his international and domestic policies, has deliberately chosen to make Canada weaker, in exchange for making Ontario more dependent on Alberta for growth by giving a kick in the teeth to the industrial growth potential Quebec's and Ontario's Renewables, Hydro and Nuclear industries. The Conservative government will refuse a carbon tax or a cap and trade system, because that would provide an industrial boost, in Canada, to concerns centered in Ontario (for instance, electric cars, wind turbines, electric power equipment, design and expertise, and, especially, the nuclear power industry), rendering that province's future job growth more independent of growth in the oil sands industries. This is also why they are intransigent internationally on this issue, and why they are shrinking the box into which AECL may grow, and shrivelling the nuclear industry from an international concern (in a sector poised for growth) to a Canadian rump.
The greater Ontario's economic jobs and growth is linked to the western provinces' growth, the more Ontarians will not want to disappoint the political sympathies of the westerners providing their supper. Keep them lean, hungry, and knowing who their masters are.
It's important to note that any hypothesized boost to Ontario from any sort of proper Canadian carbon accounting would not likely come at the economic expense to the Alberta or Saskatchewan. Even oil sands interests have called for a carbon tax (I don't think insincerely). Their major growth product, oil, for transportation and plastics, has a global market broadly separate from energy from electricity. It is a pet peeve of mine to emphasize this, since many left or centrist commentators assume that Harper, in rejecting any sane policy to account for climate change, is doing the bidding of oil companies. Not so. The simplest explanation of what Harper is doing is to assume he is just doing what is best for Harper.

If the world is ever going to mitigate the worst of climate change, the most important tool will most likely be electricity provided by nuclear energy.
In that world, a strong nuclear industry in Ontario could rival or exceed the oil sands in economic importance. The world needs nuclear expertise. Korea, Russia, Japan and France are all very keen to make a go in this area.
Harper wants Ontario dependent on the oil sands providing the main source of new industrial jobs, in order to improve his political fortunes. Workers in Ontario will not bite the industry that feeds them, or the political power backing it. Harper wants that industry to be, above all others, support for oil sands operations.
Canada could have a strong Nuclear and Oil Sands industries. They are not natural competitors, really (transport fuels and electricity don't really compete with one another). But Harper's politics can't abide it. He's not capable of dispassionately advancing the interests of ALL of Canada if they conflict with the plan to make ALL of Canada's main economic roads run through Alberta.
Harper is cunning and dangerous. He's fundamentally reshaping Canada, with his own "national energy plan", and selling it with the "energy superpower" theme: oil from Alberta and tinkertoys from everyone else. C'mon: is anyone "impressed" with the fact that Saudi Arabia is an energy superpower? I don't find much anything impressive about their society. What a dim rebranding.
I'm glad Bruce Power is willing to see through our PM's schtick (or some other word starting with ess). (Not too suprising: Bruce's CEO Hawthorne is a Scotsman)

I don't completely disagree with Romm. He makes the case that to mitigate the worst effects of climate change we have to deploy technologies we have today. I think Nuclear energy will play a greater role than 1 wedge though. But that's up to the nuclear industry and governments.
There are two implications of greatly deploying nuclear. First, is that whatever 2030 (or medium term) strategy is chosen, at least initially the nuclear component will look similar in character to what is around today, perhaps scaled up even 10 or 30 times. This is just the nature of planning around big problems: plans by Joe Romm, Charles Barton, James Hansen or Barry Brook would likely not look much different in the first few years of implementation.
But, in the later years of these plans, they would diverge in the scale of deployed nuclear, and the nuclear industries in each would all look much different than today's (much the same way that the computer industry looks much different today than 30 years ago, after its huge growth. Coleco? Tandy? PowerPC desktops?).
This likely eventuality, about the changing scale and character of the nuclear industry, needs to be acknowledged and more discussed by current nuclear companies.
Areva, to pick a convenient arbitrary example, makes money today, at the size it is today. But in a world of the future, in which nuclear is 30 to 1000 times larger than today, Areva (if it even exists) would be only "Areva" in name only: it would a much different company.
So the character, scale, and pace of exansion of the future nuclear would, it seems to me, represent risks to Areva's future profitability. The industry may be much larger. The profits much greater. But the actors much different, in character if not also in name.
Is it in the interests of current nuclear companies to massively ramp up nuclear energy, if it poses threats to their current profitable and stable business model? Or would a company want slow steady growth that makes certain future profitability, but doesn't threaten its existence or current technological investments?

comment at canadian energy issues
"Historians who identify the early 21st century as the time of China’s astonishing rise will find it remarkable that western governments deliberately pursued energy policies that undercut their own economies."
I don't know if it so remarkable. I have lately become so utterly cynical about the politics in Canada and U.S. that what is happening makes sense to me.
This is funny, in a tragic way. But in both the United States and Canada, we see a large fossil fuel sector in the economy, and large (but relatively shrinking) energy consumption sector (manufacturing), and a growing service sector which may not have its economic health tied strongly to the price of energy. Also, the energy producing and manufacturing sectors are geographically and politically separate! In the US, an ever larger share of manufacturing is directly government supported (via the military), and so becoming rather servile and voiceless. But there is still pushback: a public understanding that manufacturing is very important, and the idea that the manufacturing tradition ought to continue. The corporate entities in the service sector doesn't seem to care about these issues, and service sector employees may care, but not feel that they have a real stake in the outcome - so they may care deeply and passionately, they way some people care deeply and passionately about their favourite football or hockey team.
Right now, clearly in Canada, the sector producing fossil fuels carries larger political clout than manufacturing, due to the very high prices of fossil energy which means the bucks flow to this sector, coupled with high competition in even high-value manufacturing, which keeps growth lower than it could be in that sector.
At some point, assuming nothing is done to publicly recognize the political and economic problems that can result from this situation, there is very likely to be ongoing strife and crises. In Canada perhaps the trouble is somewhat mitigated by the fact that, spread out fairly evenly over the country, there are service sector jobs, and mining and forestry sectors that are doing okay. (And sometimes mining and forestry companies complain in public about the rise in the dollar, but not too emphatically.) There isn't yet, in Canada, the awesomely rancorous inter-country political debates on energy and climate change seen in the US between the "Red" fossil fuel states and "Blue" manufacturing and service sector states.
I don't think having energy policies in Canada that attempt to reduce the use of fossil fuels, through the increased use of nuclear (and some hydro and renewables), and further promote electrification of industry and transport, would in any way harm the interests of Alberta, Saskatchewan, Newfoundland or North-East B.C., because there will be a growing worldwide market for fossil fuels for several generations yet. Similarly, having Canada promote international sales of nuclear, hydro or renewable tech, by, for example, ensuring strong international agreements to limit and price carbon emissions, would also not do any harm to Canada's international or domestic markets for oil and gas (lots will need to be used for generations to come).
But for Canada to be doing little to nothing, either internationally or domestically, to promote its nuclear (and perhaps hydro industries), only benefits the political order currently in power. Put plainly, I think it's a long term plan to tightly shackle Ontario's economy to Alberta's, to ensure a degree of political servility to western Canada's growing energy sector (i.e., to enhance the fortunes of the conservative party: don't vote against the interests of the hand that feeds you). It's shameful that there is no clear political voice from central Canada's manufacturing base regarding this state of affairs. Maybe they do not care, as long as their are enough jobs and profits flowing from an expanding oil patch, and there is no slowing down the expansion of employment in the service sector (ha!).
Canada is developing, silently, a national energy plan. The plan is to export oil, and give token appreciation to hydro, nuclear and renewables. The idea that it would be a good idea for the country to get on board expanding and exporting nuclear is pointedly not mentioned. We get a "meh, who cares", when the CEO of AECL (who takes orders from the federal cabinet) says that his company is not going to export, and instead build domestically, which then doesn't happen. (Can you imagine the government of Canada saying: "Meh, were going to put the breaks on the oil and gas sector, shrink its R&D, and tell it to stop any expansion of international sales." I can't even image Jack Layton saying this if he were to become PM and were forced to think soberly for once!)
I don't like it. Canada could be much more of a force for good in solving the world's energy and climate problems. Doing so would even help resolve some if its political problems. Instead, largely due to ugly domestic politics, we are uncommitted and increasingly irrelevent and uninfluential navel gazers.

I Commented at Canada needs its nuclear industry in The Mark:
In the electricity industry, worldwide, there will be some important future players, coal, oil and nuclear. Renewables are right now a tiny pittance, and will likely remain so for many decades.
Selling AECL will ensure that Canada is industrially dependent to a growing energy sector built near solely upon carbon intensive sources.
It will also tie its international energy policy to the west, exclusively.
Much Industry in Ontario would also be tied to supporting this Western industry.
It is bad for Ontario, bad for Canada, but good for the Conservatives to see Ontario Industrially Emasculated in the energy sector, with its fate tied to Alberta.
Some people see the Alberta oil interests behind the Conservatives energy policies. But I don't think this is so much the case! With a world wide market in oil for transportion fuels, nuclear based electricity generation is no threat to Alberta's oil companies.
Canada can have both a strong and growing oil and gas industry, and a nuclear industry! But the Conservatives cannot, politically, stomach a strong Ontario centered Nuclear industry in what will be a growing worldwide market for low Carbon electricity.

Ontario's Hopeful Future?

Naturally, it is really about the future. Canadians have a rare opportunity among nations: we have a huge stake in shaping the future of the world itself. There are few nations as educated, industrialized, and democratized as Canada. It is a privilege, but also a responsibility we cannot set aside out of fear, disinterest or a desire to disengage.
Ontario, like everywhere else on Earth, is, hopefully, going to need more electricity.
a) More electric cars and rails.
b) Increased reprocessing of worn out goods and waste, to recover scarce elements and reduce our reliance on over-burdened natural systems to deal with garbage and pollution, and nitrogen, phosphorus and carbon cycles.
c) Increased mining, as the future portends coming scarcity and increased demand.
d) Carbon capture and storage (if the federal government is being serious when it says it will happen): it takes huge amounts of energy to compress, ship and sequester carbon.
e) Moving further away from combustion based space heating to electricity.
f) Increase in manufacturing. Because society will want to advance in its well-being, and the systems of the future which would allow advancement of human well-being, without unduly harming the environment, will be highly engineered and energy intensive.
We will want more integration and influence with the rest of the world. I am sure Canadians think their shared values of democracy, environmental protection, respect for science and logic, education, a large degree of economic equality, and compassion are worthwhile gifts to the rest of the world.
Unfortunately, were not on a path right now that leads to a hopeful future. There is no political champion for it.
Our current path (one being paralleled by many advanced industrial countries) is unmistakenly one of retrenchment and disingagement with the rest of the world, especially in the hardest problems: environment, climate, scientific and cultural engagement, social development and health, and workers' rights. Instead we are seen (maybe rightly) to have the overaching economic goal of selling more oil to the world, with much of the rest of our engagement being driven by petty domestic politics.
Greenpeace, among other similar groups, has their own vision of the future. I guess it might work, but few people in this country, let alone a vast majority, let alone the rest of the world, would willingly give up the comforts and necessities (or even many of the indulgent stupidities!) supplied by our present society to live in a soft-path-energy society. The good, idealized world of the 1760's, with a few useful pieces of the subsequent scientific enlightenment tacked on. A soft-path world will be a parochial world, by design. What it offers will not much interest anyone outside Canada, especially in the developing world, who yearn for our present standard of living. A standard of living which requires levels of energy and consumption of resources, from all over the world, that too many people simply do not wish to consider in formulating "domestic" energy policies, or understand as inextricably linked to our other cultural values I mentioned above - values by which we wish to be known and to spread through the world.
Aside from Greenpeace - who despite my criticisms, do have their hearts in the right place, and at least publicly engage in some thought towards the future - do the Conservatives and Liberals have a vision of the future? It is unarticulated: enough said: you're living in it now.

Naturally, it is really about the future. Canadians have a rare opportunity among nations: we have a huge stake in shaping the future of the world itself. There are few nations as educated, industrialized, and democratized as Canada. It is a privilege, but also a responsibility we cannot set aside out of fear, disinterest or a desire to disengage.
Ontario, like everywhere else on Earth, is, hopefully, going to need more electricity.
a) More electric cars and rails.
b) Increased reprocessing of worn out goods and waste, to recover scarce elements and reduce our reliance on over-burdened natural systems to deal with garbage and pollution, and nitrogen, phosphorus and carbon cycles.
c) Increased mining, as the future portends coming scarcity and increased demand.
d) Carbon capture and storage (if the federal government is being serious when it says it will happen): it takes huge amounts of energy to compress, ship and sequester carbon.
e) Moving further away from combustion based space heating to electricity.
f) Increase in manufacturing. Because society will want to advance in its well-being, and the systems of the future which would allow advancement of human well-being, without unduly harming the environment, will be highly engineered and energy intensive.
We will want more integration and influence with the rest of the world. I am sure Canadians think their shared values of democracy, environmental protection, respect for science and logic, education, a large degree of economic equality, and compassion are worthwhile gifts to the rest of the world.
Unfortunately, were not on a path right now that leads to a hopeful future. There is no political champion for it.
Our current path (one being paralleled by many advanced industrial countries) is unmistakenly one of retrenchment and disingagement with the rest of the world, especially in the hardest problems: environment, climate, scientific and cultural engagement, social development and health, and workers' rights. Instead we are seen (maybe rightly) to have the overaching economic goal of selling more oil to the world, with much of the rest of our engagement being driven by petty domestic politics.
Greenpeace, among other similar groups, has their own vision of the future. I guess it might work, but few people in this country, let alone a vast majority, let alone the rest of the world, would willingly give up the comforts and necessities (or even many of the indulgent stupidities!) supplied by our present society to live in a soft-path-energy society. The good, idealized world of the 1760's, with a few useful pieces of the subsequent scientific enlightenment tacked on. A soft-path world will be a parochial world, by design. What it offers will not much interest anyone outside Canada, especially in the developing world, who yearn for our present standard of living. A standard of living which requires levels of energy and consumption of resources, from all over the world, that too many people simply do not wish to consider in formulating "domestic" energy policies, or understand as inextricably linked to our other cultural values I mentioned above - values by which we wish to be known and to spread through the world.
Aside from Greenpeace - who despite my criticisms, do have their hearts in the right place, and at least publicly engage in some thought towards the future - do the Conservatives and Liberals have a vision of the future? It is unarticulated: enough said: you're living in it now.

Medical isotopes are a $4-billion-a-year market worldwide. Until the spring of 2009 Canada produced enough of these radioactive materials to meet 30 per cent of global demand; some 27 million people a year were diagnosed or treated with the help of technetium-99 and other products from the reactor at Chalk River, Ont.
But then, 15 months ago, the Chalk River reactor had to be shut down for repairs. News last week that it's back in operation was welcome, except that the facility is an antique and is slated to stop production forever in 2016. Unfortunately, the whole nuclear industry in Canada seems to be going the same way, or at best stagnating under Ottawa's disdain.
In the time Chalk River was closed the number of diagnostic tests performed in this country fell by 26 per cent, according to the Canadian Association of Nuclear Medicine. No doubt some of those tests would have been unnecessary, but the decline might also lead to more and worse cases of cancer and cardiovascular disease, since the isotopes are vital to certain forms of detection and treatment.
Last December the expert panel that Ottawa had set up to study the future of the medical-isotopes industry in this country reported that a new multi-use reactor would be the best way to assure a sustainable supply of medical isotopes. But in the spring Ottawa rejected that as too costly; at least $500 million to build, plus maybe $50 million a year to run. It was an ignominious retreat from exactly the kind of hi-tech industry everyone always says Canada needs.
Adding insult to injury, the federal government put up $35 million in seed money to encourage private-sector development of new cyclotron technology, in theory a way of producing isotopes without a reactor. We'll admit that science-fiction concepts do sometimes come true, but we can't see this as a sound basis for policy.
What's happening on isotopes reflects the moribund state of the whole nuclear-power industry. The 1950s reactor-industry daydream of "power too cheap to meter" has given way to soaring costs and great public anxiety. This industry certainly has plenty of problems. But power reactors will plainly have to be part of the solution to the greenhouse-gas emission problem. Reactor design is improving steadily. This industry is, we believe, in the first phase of a global rebirth.
However, entry costs are enormous, which is why government must play a role. But the federal government, which through Atomic Energy Limited of Canada has long set the pace in this industry in this country, is backing away, not only on isotopes but on the future of AECL and its CANDU reactors as well. Ottawa is trying to sell part of AECL, a move which has caused damaging uncertainty: Hydro-Quebec has deferred some refurbishment work at Gentilly-2. Uncertainty about AECL's future led Ontario to delay plans for a new reactor project. Ottawa has refused to help pay refurbishment-cost overruns at New Brunswick's Point Lepreau plant. Ottawa's evident determination to back away from all things nuclear is a sadly shortsighted approach.

In 2007 Canada and the world were thrust into a major medical crisis in a remarkably short period of time. Unbeknownst to most Canadians, our nation was the world’s leading supplier of medical isotopes and the source of those isotopes — the National Research Universal reactor at Chalk River, operated by Atomic Energy of Canada Ltd. — had been ordered shut down by the Canadian Nuclear Safety Commission.
The nuclear medicine community quickly made politicians aware of the repercussions of this action. With more than 1 million medical procedures using isotopes each year in Canada, they were listened to. In an extraordinary series of events, legislation was introduced in the Commons to overrule the safety commission, witnesses were heard on the floor of the chamber and a bill was passed with all-party support in a single day. The NRU reactor was restarted within a week. A month later, the government fired the head of the safety commission, Linda Keen.
Much has happened since December 2007. If anything, the crisis has only deepened. The NRU reactor functioned reasonably well between December 2007 and May 2009, when it was again shut down automatically by a power outage. A leak of heavy water was subsequently discovered and the reactor has been out of action ever since. Despite many promises by AECL, the restart date has been pushed back again and again.
To make matters much worse, a Dutch reactor that also supplies isotopes was shut down for maintenance in February for six months. These two reactors had supplied two-thirds of the world’s medical isotopes.
Last year was especially eventful on the isotope front. In June 2009, Prime Minister Stephen Harper announced that Canada was getting out of the isotopes business altogether, abandoning a 60-year history of global leadership. Then natural resources minister Lisa Raitt was caught on tape saying that the isotope issue was “sexy . . . radioactive leaks . . . cancer.” The minister’s musings to an aide aside, she also commissioned an expert panel to look at the isotopes issue; it reported late last year.
Among its recommendations, the expert panel emphasized the need for Canada to:
* Diversify all aspects of the isotope supply chain to prevent the disastrous consequences we’ve seen.
* Construct a new multi-purpose research reactor that would also produce isotopes.
* Re-examine the decision by AECL two year ago to cancel the replacement program for the NRU.
* Support research and development for non-reactor-based sources of isotopes.
* Promote greater use of isotopes in medical imaging.
The Harper government’s response to the panel came at the end of March and in the federal budget. Most significantly, the government chose a path that fails to deliver a reasonable degree of certainty to the supply of isotopes.
The government’s decision to ignore the pivotal recommendation concerning a new multi-purpose reactor should be deeply troubling to all Canadians. A brave recommendation that would put us on a sustainable path to a robust supply was pushed aside. The modest financial support in the budget will go instead to the search for alternative isotope sources, an approach that remains unproven. Cleverly disguised as support for innovation in the cyclotron option, the government strategy lacks a coherent long-term vision required to move us away from week-to-week crisis management.
Canada has lurched from crisis to crisis over the past three years. Equipment failures in old reactors are a real problem but equally the absence of a coherent long-term strategy has left its mark. We have also learned that the international community has failed to work together to chart a way forward. But today, despite this painful awareness, we are in a worse place than we were in December 2007. The world’s two major isotope-producing reactors — one of them Canadian — are out of action.
This issue is really about ensuring the best health care for Canadians and pursuing cutting-edge research to assist this worthy goal. We’re good at the isotopes business, actually very good. The expert panel issued a challenge to the federal government to lead. Leadership requires courage and a coherent view of the future that integrates the demands of the health-care system with the promise of a robust supply of isotopes.
Other countries have made isotopes a key priority, including the Dutch, the Belgians, the South Africans and the Australians. If they can take bold actions, why won’t Canada?

OTTAWA — The global medical isotope shortage, prompted by the shutdown of Canada’s main nuclear reactor, has dragged on for more than a year now but, rather than dwelling on the difficulties, some nuclear-medicine experts are concerned about the future, and the direction the federal government is taking Canada on the isotope file.
The National Research Universal reactor in Chalk River, Ont., which produces 30 to 40 per cent of the global supply of the most commonly used isotope, was shut down in May 2009 because of a leak. The complex repairs to the 50-year-old reactor are expected to be complete by midsummer — and it can’t come back online soon enough for health-care professionals.
For the past year, they’ve been using alternative medical procedures and juggling appointments for patients, trying to keep waiting lists short. Isotopes, which are used in diagnostic imaging and in cancer treatments, must be used within hours of arriving at a facility because of the radioactive material they contain.
Canada has been relying on imports from the handful of other countries that have reactors, and that’s meant an unsteady supply chain that can easily be disrupted, say by a volcanic ash cloud that wreaks havoc on air transportation.
Dr. Doug Abrams, head of the Canadian Society of Nuclear Medicine, said his field is used to occasional supply disruptions but has never dealt with an extended shortage like this before.
“I think the people on the ground have done a wonderful job,” he said.
The burden of an isotope shortage falls heaviest on the provinces, who deliver health-care, and the frontline workers, but Health Canada was useful in co-ordinating the sharing of information about supplies between jurisdictions, for example, and providing regular updates, said Abrams.
In the coming months, there will likely be quarrels over financial compensation. The federal government is responsible for securing a stable isotope supply for the provinces, and in the absence of that supply, the provinces have had to dig deep in their pockets to cover the costs of importing them, and the increased cost of the isotopes themselves.
Prices jumped worldwide because of the limited supply and they are expected to continue to climb for the foreseeable future.
What the future holds is a cause of some concern to Abrams and others, including Dr. Eric Turcotte, a nuclear-medicine specialist who heads the Molecular Imaging Centre of Sherbrooke in Quebec.
Turcotte was a member of the expert panel appointed by the federal government exactly one year ago this week to advise it on the best options for assuring the country of a stable supply of isotopes.
“I think that the government did a good job in the short-term to help the crisis,” Turcotte said. “My concern is more in the medium and long-term. Are we going in a good direction?”
Building a new reactor to replace the current aging one, which will likely be shut down for good in 2016, was considered the best option by the panel.
The government, however, isn’t going that route and recently announced that $35 million is up for grabs over the next two years for companies developing new sources of isotopes that don’t involve a nuclear reactor.
“All members of the panel were a bit disappointed with the decision of the government,” said Turcotte.
The panel does support developing new technologies, but not to be the primary source of isotopes, he said.
Canada did build replacements for the reactor in Chalk River, but those reactors sit idle because of a string of technical and other problems. They were never licensed to operate and the project was scrapped for good in 2008 by Prime Minister Stephen Harper.
“Canada has some of the greatest minds in the world and we are giving them the tools they need to diversify our sources of medical isotopes and reduce the production of radioactive waste,” Natural Resources Minister Christian Paradis said in a statement to Canwest News Service explaining the government’s decision.
“Simply replacing the NRU would not develop the diversity and redundancy that the panel believed were necessary for security of supply.”
Paradis said the estimated $1 billion cost of a new reactor would be an “irresponsible” investment.
So now, millions of dollars will go into developing what are known as accelerator technologies. Turcotte is worried that after a year or two of work they may not prove to be commercially viable sources of isotopes and Canada will be back at Square 1 with no solid plan for isotope production post-2016.
The Harper government has said it wants out of the reactor business but if there was a change of heart, or, a change in government and a subsequent policy reversal, a new reactor would take at least five years to build.
“We are going against the clock. . . . We don’t have any time to waste,” said Turcotte.
Abrams, head of the nuclear medicine field in Canada, said there is “a lot of controversy” over the government’s approach and focusing on the new technologies only is running a risk.
“If these don’t prove feasible, we haven’t moved any further in any other direction,” he said.

Canada should replace the reactor that produces medical isotopes to honour its commitments, U.S.-based nuclear medicine experts say.
On Monday, Dr. Robert Atcher, past president of the Society of Nuclear Medicine, criticized the federal government's decision to scrap the Maple reactors that were meant to replace the National Research Universal Reactor at Chalk River, Ont.
In May 2009, the federal government convened an expert panel to assess proposals for new sources of medical isotopes. Last November, the panel recommended building a multi-purpose research reactor to guarantee supply of medical isotopes, while saying the reactor's other missions, such as scientific research, would help justify the costs.
"The expert panel report actually suggested that there be a replacement for the NRU," Atcher told a news conference at the society's annual meeting in Salt Lake City.
"Lacking the ability the bring the Maples back online, at least commit to doing what their expert panel suggested, and that is to replace NRU and do it in a timetable that would fit with the 2016 deadline that the Canadian government gave for the operations of that reactor."
Atcher called on the federal government to honour its commitment to provide a sustainable, long-term supply of medical isotopes, noting the U.S. put off developing its own isotope-producing reactors based on assurances from the Canadian government and industry.
The federal Conservative government scrapped the Maple project two years ago, saying it was millions of dollars over budget and years behind schedule.
Reactor repairs
NRU supplied a third of the world's medical isotopes until Atomic Energy of Canada Ltd. shut it down last May after it found a pinprick-sized radioactive water leak.

Canada should replace the reactor that produces medical isotopes to honour its commitments, U.S.-based nuclear medicine experts say.
On Monday, Dr. Robert Atcher, past president of the Society of Nuclear Medicine, criticized the federal government's decision to scrap the Maple reactors that were meant to replace the National Research Universal Reactor at Chalk River, Ont.
In May 2009, the federal government convened an expert panel to assess proposals for new sources of medical isotopes. Last November, the panel recommended building a multi-purpose research reactor to guarantee supply of medical isotopes, while saying the reactor's other missions, such as scientific research, would help justify the costs.
"The expert panel report actually suggested that there be a replacement for the NRU," Atcher told a news conference at the society's annual meeting in Salt Lake City.
"Lacking the ability the bring the Maples back online, at least commit to doing what their expert panel suggested, and that is to replace NRU and do it in a timetable that would fit with the 2016 deadline that the Canadian government gave for the operations of that reactor."
Atcher called on the federal government to honour its commitment to provide a sustainable, long-term supply of medical isotopes, noting the U.S. put off developing its own isotope-producing reactors based on assurances from the Canadian government and industry.
The federal Conservative government scrapped the Maple project two years ago, saying it was millions of dollars over budget and years behind schedule.

What exactly is "balance"? Our society rightly strives for balance, and many issues are deservedly considered by presenting a balanced set of opinions.
There are however clear cases in which the only balance that matters is the balance of evidence rather than of opinion: Serial killer Ivan Milat's protestations of innocence should not — and did not — balance the evidence arrayed against him. The desire to cure AIDS with garlic and beetroot does not balance the medical consensus that the disease is caused by HIV and can only be beaten by retroviral drugs. And the current wave of sensationalism and distortion cannot balance the scientific consensus that climate change is real and is caused by human emissions.
The current descent of the climate debate into a cauldron of misrepresentations that are at odds with scientific reality must therefore be of concern.
It must be of concern that climate scientists can be publicly accused of having vested financial interests in their research, when in fact Australian research grants cannot be used to top up a researcher's salary.
It must be of concern when segments of the national media frequently distort and misrepresent scientific articles and scientists' statements in complete departure from accepted standards of journalistic honesty and decency.
It must be of concern when segments of the media echo the meme that "global warming stopped in 1998" when in fact all years since 2000 — that is 2001, 2002, 2003, 2004, 2005, 2006, 2007, 2008, and 2009 — are among the 10 hottest years ever recorded since 1880. The probability of this happening by chance is small.
It must be of concern that the current Leader of the Opposition has publicly dismissed climate science and instead cosily chats with a visiting British aristocrat who is a serial fabricator — an individual who has publicly misrepresented himself as a member of the House of Lords when he is not; who claims to have cured influenza as well as AIDS; who claims to have won the Falkland War by means of biological weapons; who accuses NASA of blowing up their own research satellites; and whose latest pseudo-mathematical pronouncements about climate change are at odds with past ice age cycles.
It must be of grave concern when the opinions of the same conspiracy theorists who believe that Prince Phillip runs the world's drug trade are given credence by the media when it comes to climate change.
No, balance in media coverage does not arise from adding a falsehood to the truth and dividing by two. Balanced media coverage of science requires recognition of the balance of evidence.

This peer-reviewed study clarifies that the present "debate" about climate change is not actually a debate within the relevant scientific community.
Fact is that a recent analysis of nearly 1,000 peer reviewed publications by a prominent historian of science revealed no disagreement with the view that climate change is happening and is caused by human CO2 emissions. If each of those publications were presented on a poster, as is common at scientific conferences, the line of posters would stretch across the Sydney Harbour Bridge and back again. Yes, there are a few dissenting papers that have appeared in refereed journals — but to date none have withstood subsequent scrutiny.
Fact is that there is a strong scientific consensus on climate change and its human-made causes that is exhaustively summarised in the nearly 3,000 pages of the most recent IPCC report that draws on more than 18,000 sources. Tellingly, the lone error about Himalayan glaciers on page 493 of the contribution from Working Group 2 was brought to the public's attention by … an IPCC lead author!
Anyone can experience this scientific consensus hands-on in a few seconds: Google "climate change" and you get nearly 60 million hits. Now go to the menu labelled "more" at the top, pull it down and choose the "scholar" option. 58 million hits disappear. The remaining scientific information will get you in touch with the reality on this planet, in the same way that applying the "scholar" filter after googling "sex" eliminates 500 million porn sites and leaves you with civilised discourse about sexuality.
Does this indubitable scientific consensus guarantee that the evidence concerning climate change is necessarily irrefutable?
No.
As with any other scientific fact, new evidence may come to light that can overturn established theories. Two core principles of science are scepticism and falsifiability — that is, scientific facts must be subject to sceptical examination and they must be refutable in principle. New evidence may overturn the current view that HIV causes AIDS, and new evidence may revise our expectation that gravity will have adverse consequences for those who jump off the Sydney Harbour Bridge. Likewise, new evidence may force a revision of our understanding of climate change.
It is however utterly inconceivable that the current scientific consensus about climate change will be overturned by conspiracy theories that are inversions of reality.
It is utterly inconceivable that the consensus on climate change will be weakened by mendacious misrepresentations in the media that fail to accurately represent the strength of scientific evidence.
It is utterly inconceivable that all the arguments against climate change that have been falsified multiple times will rise from the dead and overturn scientific knowledge.
Instead, the very fact that many of the roughly 100 falsified "sceptic" talking points are continually reiterated in public draws a clear dividing line between healthy scepticism and arrogant denialism.
Sceptics seek answers and scrutinise arguments before accepting the current state of scientific knowledge as fact. Denialists dismiss sound arguments, solid data, and experimental evidence in favour of propositions that have long been shown to be flawed.
The world's pre-eminent scientific journal, Nature, therefore refers to those who cling to long-debunked pseudo-scientific conspiracy theories while dismissing the findings of thousands of peer-reviewed studies by their true label — denialists.
The potentially devastating consequences of denialism are brought into sharp focus by the sad history of South Africa's AIDS policies. Despite having one of the world's highest rates of HIV infections, the government of President Thabo Mbeki went against consensus scientific opinion 10 years ago and declined anti-retroviral drugs, preferring instead to treat AIDS with garlic and beetroot. Politicians even accused a leading South African immunologist of defending Western science and its "racist ideas" for his insistence on scientific treatment methods. According to a recent peer-reviewed Harvard study, this denialism cost the lives of more than 330,000 South Africans.
For that, President Mbeki and his associates are now held in richly deserved contempt around the world.
Precisely the same fate awaits denialists of climate change.
The laws of physics will relentlessly assert themselves, unswayed by public opinion, political shenanigans, or elections. Ultimately, the laws of physics will speak so loudly that no amount of wishful thinking can prevent them from being heard; but because any delay in taking action against climate change will increase the human and financial burden on future generations, it is our responsibility now to cease tolerating lies, misrepresentations, puerile accusations, and conspiracy theories that are unworthy of public discourse in a mature democracy.
Many spirited conversations about climate change can be had that examine the likely consequences for Australia and evaluate the best course of action — but those conversations must be firmly rooted in the core scientific principles of scepticism and falsifiability and they must not be contaminated by ignorance and denialism.
